The number of fixed penalty fines issue in England and Wales has risen from around 260,000 from 2000-2001 to about 3 million in 2006-2007. Speed cameras are netting tens of millions of pounds a year in profit for the Government. Motorists caught by speed cameras face a minimum of three penalty points and a minimum £60 fine. However, the vast majority of these fines which are being paid could have been avoided. In many cases, had the case gone to Court, the prosecution would not have been able to prove the offence against the motorist. The Government are relying on people simply paying the fine and accepting the penalty points.
Many prosecutions against the speeding motorists fail for technical reasons. There are different types of speed cameras used by the Government. The most popular camera is the GATSO. It sends a radar or laser beam at a passing vehicle which is returned back to the speed camera and provides the speed. All speed cameras are subject to very strict rules of operation and the Police have to comply with every rule.
